Overview

Quebec is located in eastern Canada and has a population of just over 7 million people. The capital of the province is Quebec City and the largest city is Montreal. Quebec has a history and heritage unique to North America; founded by French settlers its culture is as a mix of North American and European trends. The official language of the province is French, and most of the population speak French, however there also many large English-speaking communities.

Quality of Life

Quebec offers an excellent quality of life. It has exceptional health care and education systems and the cost of living is one of the lowest in Canada. Public education from primary school to college (inclusively) is free and university tuition fees are some the lowest in North America.

Immigration to Quebec

In 1991, the Government of Canada and the Quebec Provincial Government signed an accord giving Quebec the exclusive authority to select immigrants and temporary residents wishing to settle on its territory. The Government of Canada meanwhile maintains responsibility for carrying out security checks, medical examinations, and issuing permanent resident visas. Quebec is the only Canadian province that has signed such an accord with the government of Canada.

Quebec has immigration offices around the world and administers its own immigration programs. If you are selected by Quebec you will be issued a Quebec Selection Certificate, the official immigration document issued by the Quebec Provincial Government. You must then make a separate application for a permanent resident visa.

Quebec's immigration programs are very accessible especially for foreign nationals with at least a basic knowledge of French. Eligibility requirements are generally very flexible, and processing times are generally faster than other Canadian immigration programs.
