PEQ Suspended: Here’s How You Can Still Get PR in Canada

The Quebec Experience Program (PEQ) has long been a popular immigration pathway for international students and foreign workers in Quebec, offering a fast track to permanent residence (PR).

However, as of June 5, 2025, Quebec has suspended the PEQ–worker stream until November 30, 2025, leaving many to explore alternative pathways to stay in Canada.

If You’re Planning to Settle in Quebec
Quebec’s Skilled Worker Selection Program (PSTQ) is now the primary option for foreign nationals. It offers four streams for individuals with different backgrounds and skills:

  • Highly Qualified Skills: For candidates with advanced education and in-demand work experience.
  • Intermediate Skills: For semi-skilled or manual workers with at least two years of experience.
  • Regulated Professions: For workers in licensed occupations recognized in Quebec.
  • Exceptional Talent: For individuals with outstanding achievements in their field.

If You’re Open to Settling Outside Quebec
Canada’s federal and provincial programs also provide strong pathways to PR:

Express Entry Programs

  • Canadian Experience Class (CEC): One year of skilled Canadian work experience.
  • Federal Skilled Worker Program (FSWP): One year of foreign or Canadian work experience.
  • Federal Skilled Trades Program (FSTP): Two years in a skilled trade and a job offer or certificate.

Provincial Nominee Programs (PNPs)
Options in provinces like Ontario and New Brunswick for skilled workers, tradespeople, and French speakers.

Atlantic Immigration Program (AIP) and Rural Immigration Pilots also provide opportunities in smaller communities across Canada.

French-Speaking Pathways
Additional programs exist for French speakers who wish to settle outside Quebec.
