New and Major changes in Quebec Skilled Worker Program

August 2015 Quebec government has announced new changes in Quebec Skilled Worker immigration program which is one the most famous programs among all Canada immigration programs.

The government of Quebec, through a press release in its official website, has announced that they are looking for establishing an Objective, Consistent, and effective process of selecting qualified applicants through a pointing system. One of these changes is removal of 6 adaptability point which previously was given in an interview session.

These new changes will be applicable to both new applications and the ones which are currently in process. However they are not applicable to applicants who have been given a specific amount of time to improve their French language ability, and also to applications which are under administrative review.

According to this announcement, one of the main requirements of receiving a CSQ has been removed, however, it is expected that this change will be welcomed by the majority of applicants. According to the pointing system, applicants can obtain points in below criteria:

 

  •  Education,

  •  Work experience,

  •  Age,

  •  Language ability,

  •  Relationship with Quebec, and

  •  Children, financial self-sufficiency.

 

In this release, the government of Quebec announced that, although applicants will not be awarded any adaptability points during interview session, but the government still has the right to perform an interview. The government has also announced that applicant’s language abilities and correctness of documents will be reviewed during interview which would also be performed for quality purposes.

The exact opening date hasn’t been announced yet, but it seems this is going to be the last change made into this program. The changes which have been made since October 2014 are as follow:

 

  •  October 2014 - for new comers who wish to stay in Quebec and help its economic to grow, the government announced that they have plans to keep a modern and well-organized immigration system.

  •  January 2015 – a public talk has been performed by the government about immigration, variety, and the start of wide review.

  •  Same time, the new area of training of Quebec has been released.

  •  March 2015, the government announced that they will be accepting 3600 new applications in the upcoming round.

  •  May 2015 – starting October 2015, a new online system will be available for applicants to submit an application.

 According to the evidences, the application will be reviewed on a first in first served basis under Quebec Skilled Workers. Having a valid job offer is not one of the main requirements, this difference has made the QSW program one the most popular programs among all immigration programs. The only requirement for the applicants is to obtain minimum required points in pointing system, and most probably they will receive a CSQ. Applicants, who want to apply under this program, must prove their intention of living in the province of Quebec.

The applicants will be also reminded that having French language abilities can award a great point to applicant. However, French language ability is not one of the requirements.

In general, immigrating to Canada under Quebec skilled worker program occurs in two steps. First, eligible applicants must receive a CSW, and then they can submit their application for a permanent resident visa.

If the cap is full, candidates can ignore this fact and submit their application, only if they:

 

  •  Are an eligible applicant under PEQ

  •  Have a valid job offer from one the Canadian employers

  •  Have received a confirmation to submit permanent residency application

  •  Have a student or work visa and be eligible to apply for a CSQ.
